New casinos often launch with bigger bonuses and modern sites, but they have a shorter track record. These casinos accept players from Finland and opened in the last two years; check the safety data before you deposit.
Which new online casinos can legally serve Finland?
Finland is opening its online casino market for the first time. Under the Gambling Act (10/2026), licence applications opened at the National Police Board on 1 March 2026, and licensed operators other than Veikkaus can start offering online casino games, slots, betting and online bingo on 1 July 2027. Until then no new operator may offer or market online casino games in mainland Finland, whatever licence it holds elsewhere.
Once the market opens, the licensing authority will publish the list of companies with a Finnish licence. Use that official list, not an operator's own claims. Check that the company name on the site matches the register exactly, that the site requires strong identification and asks you to set limits, and that terms and complaint procedures are available in Finnish or Swedish. A licence from Malta, Cura莽ao or another country does not authorise a company to serve Finnish residents.
Operating or marketing without a licence after 1 July 2027 can lead to administrative fines of up to 4 percent of a company's turnover, capped at 5 million euros, orders to remove online content and payment blocking. A centralised self-exclusion system covering the whole licensed market is also being prepared, so one request can bar you from every licensed operator.
Are new casinos safe for players in Finland?
A new casino has fewer complaints simply because it has had fewer players. Look at the licence, the owner and whether the owner runs other casinos with a good record. Start with a small deposit and test a withdrawal early.
Until 30 June 2027 only Veikkaus may offer online casino games in Finland, and from 1 July 2027 operators need a Finnish licence to offer or market them to residents.
