Wagering decides how much you must bet before a bonus becomes cash. For players in Finland, a bonus with 35x wagering or less is far more realistic to clear than the 40x to 50x common elsewhere. These casinos accept players from Finland and publish wagering of 35x or below.
What wagering rules apply to casino bonuses in Finland?
Finland is one of the few countries that writes a wagering cap into law. Under the Gambling Act (10/2026), from 1 July 2027 any wagering requirement on permitted bonus play money may not exceed five times the bonus amount. The bonus itself must be of moderate value, offered on equal terms to existing customers, and cannot be withdrawn directly as cash.
Welcome bonuses are banned altogether, so a low wagering welcome offer will not exist in the licensed Finnish market. Volume-based rewards, VIP programmes and loyalty schemes are prohibited too. The aim of the law is that bonuses play a small part in Finnish gambling, rather than being the main way operators compete for players.
Until the licensed market opens, Veikkaus is the only authorised online casino operator. Bonus terms set by companies without a Finnish right to operate are not supervised by Finnish authorities, so if an operator applies its wagering rules in a way you think is unfair, you cannot turn to the Finnish regulator for help. From 1 July 2027 the licensing authority will publish the list of licensed operators, and that list is the place to check before you accept any bonus.
Why does low wagering matter for players in Finland?
Every extra multiple of wagering means more bets and more time exposed to the house edge. On the same bonus, 25x wagering needs roughly half the play of 50x, so the chance of ending with withdrawable money is much higher.
Until 30 June 2027 only Veikkaus may offer online casino games in Finland, and from 1 July 2027 operators need a Finnish licence to offer or market them to residents.

What wagering means in EUR
With 35x wagering, a 100 EUR bonus means 100 x 35 = 3,500 EUR in bets before the bonus can be withdrawn. Slots usually count in full; table and live games often count less.
35x is the median wagering among the casinos on this page.
