New casinos often launch with bigger bonuses and modern sites, but they have a shorter track record. These casinos accept players from Norway and opened in the last two years; check the safety data before you deposit.
Can a new online casino get a licence in Norway?
No. Norway keeps an exclusive rights model, and the Gambling Act in force since 2023 does not provide licences for private online casinos. Norsk Tipping is the only operator allowed to offer online casino games, and Norsk Rikstoto holds the right to horse race betting. Any new casino site that targets Norwegian players does so without Norwegian permission, whatever licence it shows from Malta, another EEA country or Cura莽ao.
Since 1 January 2025 section 32 a of the Gambling Act allows Lotteritilsynet to order internet providers to block unlicensed gambling websites. It blocked 57 sites in March 2025 and 47 more in June 2025, adopted a larger round of blocking decisions in February 2026 and warned a further 62 sites in September 2026. When you try to open a blocked site, your internet provider shows a page explaining that the visitor is not breaking the law, and the rules state that authorities do not collect personal data about people who try to visit blocked sites.
Lotteritilsynet publishes its blocking decisions and information about legal gambling on its website, which is the place to check before you sign up anywhere new.
Are new casinos safe for players in Norway?
A new casino has fewer complaints simply because it has had fewer players. Look at the licence, the owner and whether the owner runs other casinos with a good record. Start with a small deposit and test a withdrawal early.
Only Norsk Tipping and Norsk Rikstoto may offer online gambling in Norway, and marketing gambling that is not licensed in Norway is prohibited.
